General of the International Atomic Energy Agency (IAEA) and Head of the Department of Nuclear Energy. Since 1988 he has been active in the International Thermonuclear Experimental Reactor (ITER), firstly, as a member of the ITER Managing Committee and later as the Russian representative on many ITER-related inter-governmental boards. In 1996, he was appointed Head of the Department of Science and Technology at the Ministry of the Russian Federation for Atomic Energy.
